Onder meer Techniek Nederland, Bouwend Nederland, FME en Aannemersfederatie Nederland (AFNL) schrijven vandaag een brief aan minister Koolmees van Sociale Zaken en Werkgelegenheid. Daarin vragen zij om aangepaste NOW-regelingen vanaf 1 september voor bedrijven in de techniek, bouw, infra, industrie en ontwerpbranche. De nieuwe regelingen moeten werknemers in staat stellen om de tijd die ze niet kunnen werken te besteden aan bijscholing (Deel-NOW) of omscholing (Omscholings-NOW).\u00a0 <\/strong><\/p>\n<p>De huidige NOW-regelingen zorgen ervoor dat werkgevers een deel van de loonkosten vergoed krijgen voor werknemers waarvoor nu minder of geen werk is. Met de Deel- en Omscholings-NOW willen de werkgevers ervoor zorgen dat zij met behulp van bijscholing en omscholing technische vakmensen kunnen behouden en nieuwe vakmensen uit krimpsectoren kunnen aantrekken.<\/p>\n<p><strong>Sterke vraaguitval na de zomer<br \/>\n<\/strong>De brancheorganisaties voor de techniek, bouw, infra, industrie en ontwerpbranche verwachten de echte klap van de crisis pas na de zomervakantie. Voorzitter Doekle Terpstra van Techniek Nederland voorziet een aanzienlijke vraaguitval: \u201cIn het derde en vierde kwartaal van dit jaar en in de eerste helft van 2021 zullen bedrijven minder bereid zijn om te investeren. Bovendien neemt het consumentenvertrouwen af. Daarom is het belangrijk dat er ook straks nog steun van de overheid beschikbaar is.\u201d<\/p>\n<p><strong>Werknemer staat voorop<br \/>\n<\/strong>De Deel- en Omscholings-NOW is bedoeld om werknemers te behouden voor de techniek, bouw, infra, industrie en ontwerpbranche. Daarnaast willen de werkgevers de instroom bevorderen vanuit branches met een minder gunstig arbeidsmarktperspectief. De brancheorganisaties willen bijvoorbeeld mensen opleiden voor het ontwerpen en toepassen van duurzame energietechnieken en voor digitale en technologische innovaties. Doekle Terpstra: \u201cDe komende jaren moeten tienduizenden vakmensen met green skills de energietransitie in ons land mogelijk maken. De talenten die daarvoor nodig zijn, moeten niet verloren gaan door de coronacrisis.\u201d<\/p>\n<p><strong>Deel-NOW<br \/>\n<\/strong>Bedrijven die te maken krijgen met forse vraaguitval ontvangen in deze periode een gedeeltelijke loonkostenvergoeding voor werknemers voor wie zij minder werk hebben. Deze werknemers benutten de tijd die zij niet werken voor bijscholing of een vakopleiding. Die bijscholing wordt voor een deel gefaciliteerd vanuit een bedrijfstakplan of andere scholingstrajecten. De deel-NOW zou moeten regelen dat ook de overheid bijdraagt aan de bijscholing.<\/p>\n<p><strong>Omscholings-NOW<br \/>\n<\/strong>Een Omscholings-NOW kan werknemers in bedrijfstakken met een minder gunstig toekomstperspectief de mogelijkheid bieden om zich te kwalificeren voor een baan in een meer kansrijke sector. In de techniek, bouw, infra, industrie en ontwerpbranche zijn de vooruitzichten voor n\u00e1 de coronacrisis onverminderd positief. Bedrijven in deze sectoren zijn onmisbaar om de gebouwde omgeving en de infra te verduurzamen, de woningnood te verminderen, waterveiligheid te borgen, innovatieve apparatuur te ontwikkelen en de digitalisering te bevorderen. Naar verwachting zal hier binnen afzienbare tijd opnieuw een tekort ontstaan aan (technische) vakmensen. De Omscholings-NOW kan daarin voorzien. Overigens kan de regeling ook worden ingezet voor omscholing binnen een bedrijfstak.<\/p>\n<p><strong>Brede steun voor de voorstellen<br \/>\n<\/strong>Een groot aantal brancheorganisaties ondersteunt het voorstel aan minister Koolmees van Sociale Zaken en Werkgelegenheid. Behalve Techniek Nederland, Bouwend Nederland, FME en Aannemersfederatie Nederland zijn dat Nederlandse Vereniging voor Afbouwbedrijven (NOA), Koninklijke OnderhoudNL, Cumela, Vereniging van Waterbouwers, GeoBusiness Nederland, Federatie Technologiebranches (FHI), NVKL en Branchevereniging Nederlandse architectenbureaus (BNA).
