Tegelijkertijd verwacht het CBS een sterke toename van het aantal huishoudens. In de periode 2020-2023 zullen naar verwachting netto 230.000 woningen aan de woningvoorraad worden toegevoegd, terwijl het aantal huishoudens met bijna 335.000 zal toenemen. De spanning op de woningmarkt zal de komende jaren hierdoor toenemen.<\/strong><\/p>\n<p>Dit concludeert het EIB in de zojuist verschenen studie \u2018Woningbouw 2020-2023; Vooruitzichten op basis van maatregelen rond stikstof\u2019. In 2019 viel de vergunningverlening terug van 70.000 naar 57.000 woningen en ook dit jaar zal de vergunningverlening naar verwachting niet betekenisvol hoger uitvallen. Stikstof speelt hierbij een belangrijke rol. Het overheidsbeleid om stikstofdeposities rond Natura2000-gebieden te verminderen en hiermee ruimte te bieden voor woningbouw heeft tijd nodig om effectief te worden. Pas in 2021 kan de vergunningverlening naar verwachting weer sterk aantrekken tot 77.000 woningen en vervolgens verder toenemen tot 80.000 in 2022 en 2023.<\/p>\n<p><strong>Woningbouw blijft achter bij beleidsdoelen<br \/>\n<\/strong>De beleidsdoelstelling om ieder jaar ten minste 75.000 woningen aan de woningvoorraad toe te voegen zal in de periode 2020-2023 niet worden gerealiseerd. Het hiervoor beschreven patroon van de vergunningverlening werkt namelijk ook maar geleidelijk door in de oplevering van woningen. In totaal zal in deze periode de woningvoorraad met gemiddeld 57.000 per jaar kunnen toenemen, wat ver achter blijft bij de doelstelling van het kabinet. Bovendien is de beleidsdoelstelling zelf aan de lage kant gelet op de hogere huishoudensgroei in de nieuwe demografische prognose van het CBS.
