De minister heeft besloten om een overgangsregeling in te stellen voor particulieren. Voor zakelijke partijen wordt echter geen overgangsregeling getroffen.<\/strong><\/p>\n<p>De minister betoogt dat bedrijven de subsidie dienen aan te vragen v\u00f3\u00f3rdat de kosten worden gemaakt. Hij stelt: \u201cVoor zakelijke partijen kan dus bij de investeringsbeslissing rondom het aardgasvrij maken van bouwwerken rekening gehouden worden met het feit dat er geen subsidie meer aangevraagd kan worden.\u201d Helaas verwart de minister hier de investeringsbeslissing met de aankoop, zo reageren de Lente-akkoord partijen op dit betoog. \u201cProjecten die een jaar geleden de investeringsbeslissing hebben genomen, en nu voor de aankoop staan en subsidie willen aanvragen, vallen nu dus tussen wal en schip.\u201d<br \/>\nDe Lente-akkoord partijen hadden het wenselijk gevonden dat de minister een jaar geleden had laten weten dat de ISDE per 1 januari 2020 zou worden opgeheven voor nieuwbouw. \u201cDat zou het ministerie niets extra hebben gekost, maar het zou wel tijdig duidelijkheid hebben gegeven aan de markt. Nu worden veel bedrijven voor een onvoorziene kostenpost gesteld.\u201d<\/p>\n<p><strong>ISDE-subsidie leidt tot betere energieprestatie<\/strong><\/p>\n<p>De Lente-akkoord partijen vinden het jammer dat de minister niet ingaat op het argument dat de ISDE-subsidie als neveneffect heeft dat de EPC van nieuwbouw woningen fors lager uitpakt dan verplicht in het Bouwbesluit. Dit CO2-effect is niet meegenomen in het rapport van SEO.<br \/>\nWat betreft het voorstel van de Lente-akkoord partijen om de ISDE-subsidie in aardgasvrije nieuwbouw te behouden voor warmtepompen met een geringe hoeveelheid F-gassen schrijf de minister: \u201dIn mijn brief aan de Kamer heb ik aangegeven dat ik bezie of er de komende jaren aanleiding is om in de ISDE rekening te houden met de hoeveelheid F-gassen in de uit de regeling te subsidi\u00ebren warmtepompen. Dit voornemen staat los van mijn besluit om aardgasvrije nieuwbouw uit de ISDE te schrappen.\u201d<\/p>\n<p>Voor nieuwbouwwoningen met een bouwaanvraag van v\u00f3\u00f3r 1 juli 2018 blijft ISDE-subsidie op warmtepompen overigens wel mogelijk.<\/p>\n<\/div>\n<\/div><\/div><\/div><div id=\"pgc-25520-0-1\"  class=\"panel-grid-cell\" ><div id=\"panel-25520-0-1-0\" class=\"so-panel widget panel-first-child\" data-index=\"1\" ><\/div><div id=\"panel-25520-0-1-1\" class=\"so-panel widget panel-last-child\" data-index=\"2\" ><\/div><\/div><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Minister Wiebes heeft gereageerd op de brief van de Lente-akkoord partijen over zijn besluit om de ISDE vanaf januari 2020 niet langer open te stellen voor investeringen in nieuwbouw waarvoor de gasaansluitplicht is vervallen.
