\"\"<\/a>Realisatie van de klimaatdoelen zal tot aanzienlijk hogere kosten leiden dan waar tot nu toe van is uitgegaan. Bij solide uitgangspunten richting de toekomst ontstaat een wezenlijk ander financieel-economisch beeld dan uit de doorrekening van het ontwerp klimaatakkoord naar voren is gekomen. Dit concludeert het EIB in de zojuist verschenen publicatie \u2018Klimaatbeleid tegen het licht\u2019, waarin de doorrekening van het klimaatakkoord voor de gebouwde omgeving en de mobiliteit onder de loep is genomen. <\/strong><\/p>\n

De onderlegger voor het klimaatakkoord dat vorige week naar buiten is gekomen wordt gevormd door het zogenaamde bovengrensscenario van het Planbureau voor de Leefomgeving (PBL). In dit beeld kan een ambitieus duurzaamheidsbeleid samengaan met woonlastenneutraliteit en overzichtelijke kosten voor de belastingbetaler. Dit resultaat wordt echter alleen gerealiseerd bij extreem gunstige uitgangspunten voor de toekomstige omgeving waarbinnen de verduurzaming gaat plaatsvinden. Zo moet er richting 2030 sprake zijn van een daling van de re\u00eble bouwkosten met 30% vanaf het huidige niveau, moeten de wereldmarktprijzen voor gas en olie verdubbelen en moeten consumenten 30 jaar vooruit opbrengsten inrekenen met een zeer lage discontovoet. Daarnaast wordt alleen gerekend met technische eenheidsprijzen, zodat geen rekening wordt gehouden met omgevingskosten bij complexe ingrepen in de publieke ruimte.<\/p>\n

Bij solide uitgangspunten in de vorm van re\u00ebel constante prijzen en gebruikelijke discontovoeten ontstaat een totaal ander beeld van de gevolgen van het klimaatakkoord. De kosten vallen aanzienlijk hoger uit en de besparingen zijn veel bescheidener. Bij de doorrekening van het uiteindelijke klimaatakkoord is het zaak om niet uit te gaan van wensbeelden, maar kosten en opbrengsten zo realistisch mogelijk in beeld te brengen.<\/p>\n<\/div>\n<\/div><\/div><\/div>
