Dat is financieel haalbaar bij een aanpak op grote schaal. Dan kan het tarief van warmtebedrijven namelijk dalen, zo is afgesproken. \u201cMaar voorlopig maken ze dat niet waar\u201d, zegt Aedes-voorzitter Marnix Norder.<\/strong><\/p>\n<p>Het project de Startmotor is opgezet om de verduurzaming van Nederlandse huizen op te schalen en te versnellen. Aanpak is om telkens tegelijkertijd een groot aantal huizen in een wijk aan te sluiten op een warmtenet. Warmteaanbieders hebben toegezegd dat de prijs aanzienlijk kan zakken als dat planmatig gebeurt. Door een lager tarief worden de projecten financieel haalbaar, waarbij ook de overheid een bijdrage levert. Uitgangspunt is dat de woonlasten voor huurders niet hoger worden zodat de verduurzaming niet op kosten gaat van mensen met de laagste inkomens.<\/p>\n<p><strong>\u201cAanbod prijsdaling onvoldoende\u201d<br \/>\n<\/strong>Inmiddels heeft Aedes met corporaties en warmtebedrijven een landelijke inventarisatie gemaakt van 200.000 kansrijke sociale huurwoningen. Dat is een verdubbeling van de ambitie van 100.000 in de komende drie jaar. Marnix Norder is echter niet te spreken over het aanbod van de warmtebedrijven: \u201cVoorlopig is het absoluut onvoldoende voor de overstap van gas naar warmte. Er komen allerlei extra randvoorwaarden op tafel.\u201d Hij verbaast zich over het gebrek aan transparantie: \u201cWat wordt verrekend in de aansluitkosten, hoe komt het tarief tot stand? Ik snap het dat warmtenetten rendementen moeten maken, maar de afspraak was prijsdaling op basis van grote aantallen en een slimme bundeling van de vraag.\u201d<\/p>\n<p><strong>\u201cLandelijke afspraken nodig\u201d<br \/>\n<\/strong>Norder: \u201cWoningcorporaties zitten al lang aan tafel zonder resultaat. De lokale situatie en de rol van de gemeente speelt natuurlijk mee. Maar er moet een landelijk kader komen voor de bijdrage van warmtebedrijven. Zowel voor de aansluitkosten en de gebruikerstarieven als voor de dienstverlening en de verduurzaming van de warmtebron.\u201d<br \/>\n\u201cWe zijn een commitment aangegaan: corporaties investeren, de overheid betaalt mee. Ik doe een beroep op warmtebedrijven om hun bijdrage te leveren. De Startmotor is meer dan een project op zich, het moet de verduurzaming van alle Nederlandse woningen aanjagen.
