In een brief aan minister Kajsa Ollongren van Binnenlandse Zaken pleit hij voor strengere energieprestatie-eisen die recht doen aan de klimaatdoelstellingen van de overheid voor de gebouwde omgeving. <\/strong><\/p>\n<p>Terpstra: \u201cDe koplopers in de technische sector laten dagelijks zien dat zij met duurzame technieken probleemloos zeer energiezuinige en comfortabele huizen realiseren. Met de norm die de minister nu voorstelt kunnen er na 2020 woningen worden gebouwd die qua energieprestatie slechter zijn dan de huidige nieuwbouw. De overheid beloont de achterblijvers, terwijl we juist een sprong voorwaarts nodig hebben.\u201d<\/p>\n<p><strong>Warmtevraag blijft groot<br \/>\n<\/strong>Techniek Nederland keert zich met name tegen de lage isolatie-eis in de voorgestelde norm. Is een huis onvoldoende ge\u00efsoleerd, dan blijft de warmtevraag groot en wordt het lastiger om in zo'n woning duurzame energietechnieken toe te passen. Daarnaast wil Techniek Nederland dat ventilatie-eisen onderdeel worden van de nieuwe BENG-norm. Terpstra: \u201cHet kabinet stelt nu een norm voor die het mogelijk maakt woningen te voorzien van mechanische ventilatie met natuurlijke toevoer van de ventilatielucht. Dat is niet energiezuinig en leidt tot een ongezond binnenklimaat, doordat bewoners de ventilatieroosters in de winter vaak afsluiten.\u201d<\/p>\n<p><strong>Geluid bij warmtepompen<br \/>\n<\/strong>Techniek Nederland maakt ook bezwaar tegen de geluidseisen voor de buiten-units van warmtepompen die minister Ollongren voorstelt. Terpstra: \u201cWe zijn niet tegen een geluidsnorm, maar een geluidseis van 40 dB (A) in 2020 is onhaalbaar. De sector innoveert snel, maar wat de minister nu voorstelt is niet realistisch.\u201d Techniek Nederland wil daarom een overgangstermijn van vijf jaar om de voorgestelde geluidseis te bereiken. Daarnaast vindt de ondernemersorganisatie dat de geluidsnorm overdag ruimer zou moeten zijn dan in de avonduren en 's nachts. Warmtepompen kunnen overdag warmte bufferen door optimaal gebruik te maken van opgewekte zonnestroom\u00a0 waardoor de geluidsproductie in de avonduren en \u2018s nachts wordt beperkt.
