Voorzitter Doekle Terpstra: \u201cUneto-VNI vindt het belangrijk dat de nieuwe certificeringsregeling zo snel mogelijk van kracht wordt. Wij hebben ons huiswerk gedaan en zijn er klaar voor. Wat ons betreft wordt de regeling liever eerder dan later ingevoerd.\u201d<\/p>\n

Koolmonoxideprobleem
\n <\/strong>\u201cDe nieuwe regeling voor cv-installateurs is een van de concrete maatregelen die de overheid neemt naar aanleiding van het kritische rapport van de Onderzoeksraad voor Veiligheid uit november 2015. Uit dit rapport dat de gevaren van koolmonoxide in kaart bracht, blijkt dat de huidige kwaliteitsregelingen onvoldoende waarborgen voor veiligheid opleveren.<\/p>\n

Bijscholing
\n <\/strong>Terpstra wijst erop dat Uneto-VNI al veel werk heeft verzet om de invoering van de regeling mogelijk te maken. In maart van dit jaar heeft de installateurskoepel het raamwerk voor een uniforme kwaliteitsregeling aangeboden aan de toenmalige minister Plasterk. Ook ligt een voorstel klaar om de vakbekwaamheid van cv-monteurs en servicemonteurs op een hoger niveau te brengen. Naar schatting moeten tussen de 1.400 en 2.300 monteurs bijgeschoold worden.<\/p>\n

Effectieve controle
\n <\/strong>Het nieuwe certificeringsstelsel heeft betrekking op zowel de plaatsing van de cv-ketel als op het onderhoud. Het cv-toestel zelf, maar ook de rookgasafvoer en de luchttoevoer vallen straks onder de regeling. Uneto-VNI pleit ervoor ook de gasleidingen en de plaatsing van de koolmonoxidemelder onder de certificering te brengen. De brancheorganisatie wijst erop dat het succes van de regeling afhankelijk is van de controle door de certificerende instellingen en gemeenten. Terpstra: \u201cZonder effectieve controle wordt deze wettelijke regeling een tandeloze tijger. Dat moeten we voorkomen.\u201d<\/p>\n

Voorlichting noodzakelijk
\n <\/strong>Uneto-VNI vindt dat voorlichting vanuit de overheid belangrijk is om consumenten bewuster te maken van de veiligheidsrisico\u2019s van hun cv-installatie en het belang van onderhoud. Terpstra: \u201cConsumenten moeten weten dat hun cv-installatie bij een gecertificeerde installateur in goede handen is. Het is voor niet-gecertificeerde bedrijven straks verboden om nog werkzaamheden aan cv-installaties uit te voeren.\u201d<\/p>\n

Internetconsultatie
\n <\/strong>Minister Ollongren kondigt aan het wetsvoorstel in januari via een internetconsultatie openbaar te maken. De wetswijziging wordt vervolgens in het tweede kwartaal van 2018 aan de Tweede Kamer verzonden. De nieuwe regeling wordt onderdeel worden van het Bouwbesluit 2012, een regeling die in de Woningwet verankerd is. De wet schrijft straks geen exacte werkwijze voor, maar randvoorwaarden waarbinnen de markt zelf beoordelingsrichtlijnen mag ontwikkelen. Certificerende instellingen die voldoen aan deze randvoorwaarden worden door het ministerie van Binnenlandse Zaken aangewezen.<\/p>\n","protected":false},"excerpt":{"rendered":"
